The Production System Development Division (PSDD) in Bureau of Consular Affairs (CA), Office of Consular Systems and Technology (CST).  CA/CST has developed several Administrative Management Systems (AMS) which are used by CA staff to manage resources, budgets, equipment and supplies, services, etc. The major systems involved in this effort to be supported under this contract.

The Office of Acquisitions Management (AQM) is conducting this acquisition for Administrative Management System (AMS) on behalf of the Bureau of Consular Affairs (CA), Office of Consular Systems and Technology (CST).

AQM intends to award a sole source contract to Gray Matters Technology Services, LLC, the current contractor, for Administrative Management System (AMS) team is uniquely qualified to support the remaining applications in production (including CADSS). Twelve months is estimated to re-compete the current requirement.  The period of performance will include a six-month base period (6) months, from September 1, 2024 to February 28, 2025, and 2 (3) month options periods, to be utilized as needed.

The current task order 19AQMM18F3264 to Gray Matters Technology for the CA Administrative Management System (AMS) support ends on or about August 30, 2024, this includes the -8 extension. The services Gray Matters provides under the AMS contract are still required to continue until a new contract is awarded.

Develops, deploys, and supports complex IT solutions to automate the functions for the Department from concept to product, including research, design, development, testing, and launch. CA/CST also develops and implements standards for the Bureau’s enterprise architecture (EA), maintains the Consular Consolidated Database (CCD) for real-time access to visa and passport records worldwide, monitors data quality, and ensures system architecture meets current and projected requirements, applying leading-edge technology solutions for systems’ performance and security.

Gray Matters is the only known source capable of providing the supplies or services required at the level of quality required because the services are highly specialized requiring unique skillsets, capabilities and laboratory availability.  CA/CST knows of no other source that offers unbiased technical and process expertise and guidance on the range of technology and process issues to CA/CST.

Award of a bridge contract to Gray Matters will provide CA/CST with the time needed to recompete the AMS requirements.
