The Department of State, Bureau of International Narcotics and Law Enforcement Affairs is interested in conducting market research for potential qualified and capable firms to provide professional services and subject matter expertise Contractor support both CONUS and OCONUS.  The current program consists of approximately one hundred seventy (170) Contractors with a wide range of labor categories, as viewable in the attachments and the Draft RFP.

The Contractor shall be responsible for providing highly qualified contractors, hereby referred to as TPCs, on an individual BPA Call basis, for the programs, activities, and functions of INL offices in the US and in support of INL sections around the world. All TPCs shall meet the labor category requirements contained in the Contractors GSA/MOBIS schedule. All work shall be performed, in accordance with the orders issued on a Form OF- 347 or SF 1449 under this BPA.

The Contractor shall provide TPC personnel with the required skill levels for the task(s) to be performed and shall employ hiring and retention practices that ensure the Contractor is able to identify, screen, place, monitor, train, and retain qualified candidates to fulfill service requirements under this contract. When INL requests a proposal for a pending position, the Contractor shall submit resumes for individuals who are reasonably expected to perform under the order. The anticipated Period of Performance will be one (01) year from the date of award, with the option to exercise four (04) option periods.
