CIO-SP4 is not ready to go yet, and current CIO-SP3 SB Primes are taking full advantage (as they should). Anticipated to be designated as a set-aside action for small businesses under CIO-SP3 SB, the upcoming Request for Proposal (RFP) aims to secure services related to technology architecture, governance, compliance, development, implementation, and ongoing support for Human Resources Information Technology solutions.  

These solutions are to be developed on cloud-based platforms including Software-as-a-Service (SaaS), Platform-as-a-Service (PaaS), and Infrastructure-as-a-Service (IaaS) and will involve the use of technologies such as Salesforce, Java, Gloo, Amazon Web Services (AWS), and UiPath. The services procured will support the CBP Office of Human Resources Management (HRM) in their efforts to modernize administrative systems and applications. 

The incumbent on this contract is Steampunk, a major partner to DHS and CBP. Contract Details and Spend to Date can be found here (70B06C22F00001328). The value of the next iteration of this contract according to DHS will exceed $100M. 

The RFP for the next iteration of this contract is expected to be released as early as April 10 of 2024 as a small business set-aside action on CIO-SP3 SB.  

HRM is seeking agile-based support for application delivery, integration, and API solutions to continuously deliver software that meets user needs and complies with CBP HR IT standards. This involves agile management, stakeholder engagement, integration, deployment coordination, and support for accreditation, cyber resilience, privacy, and compliance. The work encompasses maintaining and enhancing cloud-based SaaS and PaaS solutions, service desk operations, and monitoring service performance. Additionally, HRM needs help with Data Transformation and Analytics, including data management and system migration. Support for project management, deployment, and change management is also required to deliver services on time and within budget, ensuring users are well-informed and prepared to adopt new technologies for their business processes.
