It appears DHS was not satisfied with the level of small business response to a recent RFI as a little more than two weeks after responses were due, ICE announced that this U.S. Homeland Security Investigations (HSI) and Office of Administrative Operations (OAO) support requirement will be competed unrestricted on GSA MAS.
Background
The U.S. Immigration and Customs Enforcement (ICE) OAO has a need for qualified Program Management and Operations Research professionals to support the mission needs of OAO, Domestic Operations, International Operations, and the Office of Intelligence. OAO is responsible for functions such as strategic planning, data analysis, business process modeling, requirements, budget formulation and execution, performance measure reporting, workforce management, facilities, and property.
The qualified professionals will augment the analytical capacity of HSI by conducting complex analysis and documentation, and delivering data-driven, fact-based decision making. The scope of this effort is to provide data collection, analysis, management, interpretation, visualization, and reporting; advanced statistical analysis, predictive modeling, forecasting, and inferences; tool development and model building to enhance data-driven, fact-based decision making; management and business process modeling; budget and workforce planning, formulation, justification, and forecasting; strategic planning and implementation; risk assessment and management; performance measure development and reporting; pilot program development; research and program evaluation planning and implementation in compliance with the Foundations for Evidence-Based Policymaking Act of 2018. The goal is to deliver actionable information, interpretation, and recommendations that will further the HSI mission.
