Sources Sought and RFI To Shape NOAA’s Planned Multi-Award DISCOS IDIQ

NOAA’s National Environmental Satellite, Data, and Information Service (NESDIS) is conducting market research for a potential future Multi-Award IDIQ supporting Data, Infrastructure, Science, C2, and Operations Services (DISCOS). The agency is using the combined Sources Sought and Request for Information to assess industry capabilities, gather acquisition recommendations, and evaluate operating models before developing the contract vehicle.

The planned acquisition will support the systems that operate NOAA’s environmental satellite programs, process and distribute satellite data, manage enterprise IT services, and support scientific operations. According to the notice, NESDIS is consolidating work that has historically been acquired through separate contracts into an enterprise contract structure that can support mission systems across satellite operations, cloud infrastructure, cybersecurity, science applications, and mission support services.

NOAA identifies eight functional areas that may be supported through the future vehicle: architecture and systems engineering, cybersecurity, satellite command and control, data operations, enterprise infrastructure, spectrum management, science operations, and spacecraft and instrument reachback. Across those areas, the Government is seeking capabilities in software development and sustainment, cloud and on-premises infrastructure, systems engineering, cybersecurity, satellite operations, scientific computing, data processing, and enterprise IT operations.

The Request for Information focuses on NOAA’s enterprise data operations strategy. NESDIS is asking industry to recommend acquisition models, operational frameworks, pricing approaches, transition strategies, and enterprise architectures capable of supporting an environmental data archive that currently exceeds 50 petabytes and continues to grow. The agency is also requesting recommendations on managed cloud services, Data Operations-as-a-Service, Government-Owned, Contractor-Operated and Contractor-Owned, Contractor-Operated operating models, DevSecOps, artificial intelligence-enabled data discovery, FAIR data principles, and approaches for transitioning legacy systems into a common enterprise environment.
