The Department of Homeland Security’s Federal Emergency Management Agency (FEMA) recently announced its intention to make a non-competitive award to a current small business partner on the recompete this 5-year contract.

This  contract to provide support  for the Web Integrated Financial Management Information System (WebIFMIS), the core financial system for FEMA which contains extensive online capabilities for the recording of financial events and transactions, and the Payment and Reporting System (PARS) Program, will be made to Digital Systems Group (DSG).

DSG is a a high-tech research and development (R&D) company specializing in information technology; information systems, and engineering for the U.S. Federal Government. WebIFMIS is a proprietary Commercial Off-the-Shelf (COTS) product which is the property of Digital Systems Group, Inc. (DSG). The Grant Payment and Reporting System (PARS) is a web-based Java Enterprise Edition application that allows grantees to register, request grant payments and submit the required quarterly Federal Financial Report (FFR) online. PARS has gone through major revisions and was customized to meet the unique requirements of FEMA’s mission. PARS is licensed to FEMA as a result of a competitive procurement from GSA schedule holders. PARS is a proprietary Commercial Off-the-Shelf (COTS) product which is the property of DSG.
