Update: Small Business Gearing up for CISA Strategy, Policy and Plans Support RFP

Update: The latest word out of DHS has the agency trimming both the length of the contract, and thus the potential total contract value of this early 2024 RFP seeking support for the Office of Strategy, Policy, and Plans. This OASIS SB task which was slated to be approximately 5 years, will now only be three years and the total potential value is now expected to be less than $10M.

A recent increase in projected total contract value further ensures that this early 2024 RFP seeking support for the Office of Strategy, Policy, and Plans, which leads agency missions strategic planning, national policy coordination, internal governance implementation, and enterprise-wide process improvement, will draw a lot of interest from firms who support the Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency today, and those looking to break in. 

The focus of this new 5-year contract will be to provide support for program and policy management services, policy and strategy analysis, business process improvement and planning, strategic technology support, and CISA Action Task Tracking support (CATT). 

The known incumbent in this effort is Global Miracle Solutions, a Joint Venture between Global Consulting International (GCI) and Miracle Systems. The spend on the existing task order is actually quite limited, but DHS recently upped the projected total contract value for this effort to be in excess of $20M.  

Contractor access to classified information may be required under this requirement, which will serve as a stumbling block for some. The incumbent task order was competed on OASIS SB, and the expectation is that this will be the same this time around,
