A recent announcement by the Department of Homeland Security that they are considering standing up a new multiple award blanket purchase agreement contract to support the Office of the Chief Financial Officer (OCFO), Program Analysis and Evaluation (PA&E) office is drawing a lot of interest from the small business community as they seek to influence the direction of any subsequent competition.
The OrangeSlices AI team has received three different requests in the last week from small businesses who are actively trying to identify other small business vendors that may be able to respond as a Prime bidder. Their hope is that, if the DHS OPO receives enough qualified respondents from the small business community, the agency will set the final RFP aside.
A focus for this requirement is to support PA&E efforts to improve the Planning, Programming, Budgeting, and Execution (PPBE) system by analyzing and developing models across DHS to integrate substantiated models and associated costs within the Programming and Budget Review (PBR) processes. This includes providing analysis and developing and/or improving analytical tools and models related to the DHS Component plans, programs, and budgets and supporting efforts to verify and validate existing Component models, and verifying that the data used in the models is accurate and manipulated in a repeatable way.
If recent history is any indication, OCFO PA&E Evaluation Services competed and awarded a $30M Multiple Award BPA last Fall that was set-aside as a small business competition.
