Maybe it is the small business “rule of two” in effect or maybe it is a typo, but a recently published DHS notice that indicated an upcoming RFP for a 5-year contract to provide a range of analytical support services to the Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations (ERO), is now set-aside for small business, and is drawing a lot of interest.
Expected to be released in late May on GSA OASIS, the focus for of this professional services contract, which was last awarded to Deloitte in 2019, is to provide the Pacific Enforcement Response Center (PERC) command center in Santa Ana, CA with analytical support services to conduct analysis, screening, and related support activities in response to interoperability queries conducted on removable noncitizens who pose a threat to public safety and national security.
ICE established the PERC in 2015 to serve as a tactical force multiplier for the Law Enforcement Support Center (LESC) and ERO field offices, with a focus on conducting law enforcement actions upon noncitizens suspected, arrested or convicted of criminal activity across the United States. This includes supporting 19 of ERO’s 25 areas of responsibility (AORs) and sharing timely and relevant ICE information with law enforcement partners nationwide.

Small business should keep an eye on this as, while there is no question that two small businesses are more than capable of performing this work, it is possible that DHS will flip this back to an unrestricted procurement.
