The Environmental Protection Agency OCFO’s Office of Technology Solutions, which is responsible for creating, enhancing, and maintaining most of the applications utilized by the Office of the CFO, recently conducted research to identify potential small business partners that are qualified to compete a 5-year contract to provide IT support services, analytics, and support for projects that would benefit from, or require upgrade/modification based on the OTS mission to provide quality technology to OCFO community.

Led by Director Michael Clanton, OCFO’s Office of Technology Solutions (OTS) manages life cycle programs, projects, and systems relevant to the Agency’s business infrastructure. OTS is currently managing high-priority projects across a portfolio of business infrastructure IT systems, as well as the development, deployment, testing, functional analysis, migration, documentation, and enhancement of several systems, including creating, enhancing, and maintaining most of the applications utilized by the OCFO.

Specific tasks that may be covered under this contract range from Data Analysis & Visualization Support, IT security, Compass Data Warehouse (CDW) Development, and COTS Support, to SharePoint Development, Helpdesk Support, Project Management, Technical Writing, and Software Development.

A known incumbent on this effort is cFocus Software, a small business that was awarded a 5-year OTS IT Support Services contract in 2019. That contract was competed on 8(a) STARS II, drawing 35 (yes thirty-five) bids. Market research is still underway, thus final acquisition strategy details have not been released, but if history is any indicator, no matter where this RFP lands, expect it to be heavily contested.
