On behalf of the Department of Transportation, GSA is conducting market research to understand capabilities related to providing the below requirement:
Design and develop a mobile app for users in various countries to collect and organize information about crashes. The app shall take advantage of linkages to external data sources and common mobile device technology to automate to automate as much data collection as possible.
Background
Data from crash reporting enables transportation professionals to make better decisions on city and road infrastructure and therefore minimize the frequency of crashes. Crash reporting procedures vary from jurisdiction to jurisdiction, ranging from paper forms to desktop software to help with the data collection workflows. Such diversity in crash reporting raises pain points and challenges surrounding incomplete and irregular crash datasets. This issue is exacerbated on an international scale due to differing standards, data collection techniques, and crash responses.
Starting in 2024, the U.S. DOT Volpe Center and the U.S. DOT Office of International Transportation and Trade began to develop a user-friendly mobile crash data collection tool that can various countries that
work with U.S. DOT can deploy to easily automate and standardize the collection of essential crash data. This statement of work (SOW) seeks expertise to design, develop, install scalable, high-performance,
user-centric Native app for government users to collect and organize information about crashes. The developed app shall provide a user-friendly experience that takes advantage of linkages to external data
sources and uses common mobile device technology to automate to automate the data collection process. The app shall be designed to make the crash data collection process easier with the explicit goal
of improving the quality and quantity of data being collected for downstream analysis to inform necessary roadway safety improvements.
The contractor shall have experience in mobile strategy and building native apps of similar size and scope. The contractor is expected to use industry best practices in all aspects of the contract in order to
deliver value to the U.S. Government. Mobile development and services requested are for the Android operating system. The Contractor should also specify if there are any content management systems that
the native app needs to interact with
Qualifications
The contractor shall have proven experience in the field of Android application mobile development. The position requires a detail-oriented, organized, team with strong problem-solving skills, who can work both independently and collaboratively.
The contractor must have experience in:
• Agile project management
• Android Mobile App Development – front & back-end
• Automating data collection using APIs
• International Data collection & storage compliance
• Mobile app testing
