Protest forces DISA J6 to award Hampton Roads Network and Asset Management (NetAM) Support bridge contract

Award details have now been posted highlighting this recently awarded effort which requires on-site support to provide cable and network management. The cable management function is expected to be fully sustained by this contract. The network management functions are limited to providing technical and network engineering assistance to the existing government engineers and technicians. There are approximately 15,000 IT assets, 2,000 end users, and 400 network devices. The networks supported include Non-classified Internet Protocol (IP) Router Network (NIPRNet) and Secret Internet Protocol (IP) Router Network (SIPRNet) (with some other variants to include REL-A, U.S. Battlefield Information collection and Exploitation Systems (USBICES), Combined Enterprise Regional Information Exchange System (CENTRIX) etc.).

This is an exception to fair opportunity issued to bridge the period between the expiration of the existing task order (HC102820F0533) and the follow-on award (HC102826F0004). The purpose of this action is to establish a firm-fixed-price modification to the existing DISA J6 C4 Hampton Roads (JPH) NetAM support task order
(HC102820F0533).
The period of performance (PoP) for the extension includes a four-month base period, plus two, 1-month option periods, for a total of 6 months (December 2, 2025 – June
1, 2026). This extension will ensure continued support while the team works to resolve a postaward protest received on the award of a follow-on contract.

The DISA J6 C4 actively supports the Joint Staff (JS) in day-to-day operation of their Information Technology enterprise located in Hampton Roads, Virginia to enable support to Combatant Commands and Warfighters across the globe. NetAM support services include network operations and asset management, systems integration/network engineering, and cable plant services to approximately 2,000 users. These services provide the engineering baseline, planning, modernization, design, development, integration, and testing of incremental changes or network modernizations to the DISA CORE Communications Network.

The services identified in this J&A have currently been solicited and awarded under HC102826F0004. However, a postaward protest was received, and a stop-work order has been issued. The anticipated resolution of the protest is expected in Quarter 2, FY26. This necessitates the award of a bridge modification to the incumbent, All Points Logistics, LLC, for the NetAM support services. All Points Logistics, LLC is the only vendor capable of providing all the required services in the current DISA environment at the acceptable service levels without degrading economy and efficiency.
