AIX Tech, LLC, a small business of Brambleton, Virginia, protests the issuance of a task order to Defense Solutions Group, LLC (DSG),[1] of Virginia Beach, Virginia, under request for proposals (RFP) No. 832369148, issued by the Department of Defense, Defense Information Systems Agency (DISA), to provide strategic advisory support to the agency’s program executive office transport. The protester challenges various aspects of the agency’s evaluation of DSG’s proposal and the best-value tradeoff decision. AIX also alleges that DSG failed to disclose, and DISA failed to properly evaluate, a conflict of interest.
We dismiss the protest in part and deny it in part.
