Sky Solutions announces Ms. Tina Sphar joined as Vice President of Capture and Proposal Development on January 9, 2023. Ms. Sphar will be responsible for the execution of all aspects of proposals including assisting in capturing and developing proposal responses across multiple business units and contract types.

Ms. Sphar has extensive experience developing and executing proposal and capture processes for large and small government contracting and commercial organizations, including processes to identify, manage, and bid on opportunities valued over 200M and high-volume vehicles such as IDIQs, GWACs, and BPAs.

In addition to her capture and proposal experience, Ms. Sphar has more than 20 years of experience of operational experience managing large and small teams delivering IT solutions in the public and private sectors as a program manager and practice director.

Ms. Sphar brings to Sky a combination of growth experience and operational knowledge that ensures Sky puts forth the strongest offering to its customers on every bid.
