This leading EHR software and solutions vendor is seeking 8(a) small businesses and/or ANC partners who have direct relationships and experience supporting the Drug Enforcement Administration (DEA) Health Services Unit (HRU). Direct experience and/or knowledge of legacy system that track medical documentation at the agency, to include the Health Unit Medical Information System (HUMIS), is a plus, but not required.  8(a) STARS III Primes are preferred.

Opportunity Background 

DEA’s medical capabilities include not only medical clearance and medical employability, but also two Employee Health Clinics, one located at DEA Headquarters (HQ) in Arlington, VA and one at the DEA Training Academy (Academy) in Quantico, VA. DEA health units ensure that Eligible Persons (staff, trainees, applicants) receive the appropriate scope of medical support compatible with the mission of the population and location served. DEA relies on referral to the local health system for complex, urgent, or emergent care. The bulk of DEA’s pre-employment and periodic medical exams are performed via contracted occupational health clinics, with the results transmitted to DEA electronically for review and action. 

Between DEA’s two clinic locations, there are 12 health professionals and 15 administrative professionals. In addition to inpatient encounters, the DEA Health Services Unit (HRU) processes 20,000+ documents into Employee Medical Files each year. 

The DEA currently uses a mix of legacy systems to track a largely manual process. Employee Medical Documents are stored in PDF format electronically or in paper medical jackets. Data, such as examination date, medical clearance status, and next medical examination due date are kept electronically in DEA’s Health Unit Medical Information System (HUMIS). HUMIS is an obsolete Oracle database, which is no longer supported internally for updates or improvements. 

DEA requires an Electronic Health Record System (software and services) to support the provision of medical examinations, clearance tracking, encounter documentation, and storage of electronic medical records generated in the course of business. This EHRS must meet the criteria to be an official system of record for the DEA, and will be used to hold medical records gained through the DEA’s daily operation. 

The Drug Enforcement Administration (DEA) is seeking a Software and Services vendor to support the provision of medical examinations, clearance tracking, encounter documentation, and storage of electronic medical records generated in the course of business. This EHRS must meet the criteria to be an official system of record for the DEA, and will be used to hold medical records gained through the HRU’s daily operations. 

The Vendor must furnish the Government with single-user licenses necessary to allow access by Government users to perform their duties, including software, documentation, maintenance, and virtual Vendor support services required by the government in support of this acquisition. Services are anticipated to be virtual updates, upgrades, security patches and fixes and help desk support. Though training and consulting services are offered on site, the DEA anticipates these as virtual also. The Vendor must supply all items in conformance with the terms and conditions of this contract. This contract permits the acquisition of the software items described below and associated documentation. This entitles the Government the right to use, copy, and distribute the software and documentation furnished as specified herein. 

The vendor must have experience providing EHRS in an Occupational Health Focused Environment, with expertise in Employer Site Clinics. The DEA Health Services Unit is solely for the benefit of applicants and employees and as such does not require billing or claims filing capabilities. As DEA does not currently have an EHRS, support is required to build current employee files and upload hard copy and PDF records into the EHRS.
