A rapidly emerging 8(a) small business is on the hunt for partners, large, small or independent, who have direct past performance and/or relationships supporting the DHS Headquarters Chief Data Officer Directorate (CDOD) AND/OR can deliver staff/expertise, such as Collibra Solution Architect (or Ranger) certified personnel or staff that are highly skilled in the Mobius Platform. 

This is in direct response to an active RFI posted to eBuy. 

Background 

The Department of Homeland Security (DHS), Chief Data Officer Directorate (CDOD) support services involve using data science, data governance, data strategy, and data architecture to produce specific outcomes, policies, or strategies. Data management capabilities include the essential skills, methods, standards, tools, knowledge, and processes needed to handle data effectively. It’s important that all the services provided follow federal rules like the Federal Information Technology Acquisition Reform Act (FITARA), Section 508, Federal Data Strategy, and the Foundations for Evidence-Based Policymaking Act.  

The contractor’s role is to help CDOD by providing professional support services to achieve the goals described in the Statement of Work (SOW) and be compliant to the DHS Enterprise Data Strategy and federal policies. 

The services needed include professional support in various areas: 

  • Helping the Chief Data Officer (CDO) function and organization within DHS.
  • Changing the DHS culture to be more data-focused and fostering a data-driven environment.
  • Managing data assets like you would manage other valuable resources.
  • Improving how DHS handles data governance, collaboration, and rules for data use.
  • Developing processes to make sure data is used effectively, is of good quality, and has a positive impact.
  • Identifying data assets, information about them, and creating a catalog of data across the entire organization.
  • Improving the DHS Enterprise Data Inventory.
  • Ensuring information can flow smoothly throughout th organization.
  • Meeting audit requirements related to data
  • Providing reports to stakeholders across e organization.
  • Helping DHS improve its data analytics capabilities.
  • Supporting the development and execution of DHS’s data strategy.
  • Assisting with the transition of team when a new vendor takes over.
  • Supporting the DHS Chief Data Officer Council.
  • Assisting with enterprise initiatives such as the Data Maturity Assessment, which

involves creating frameworks, templates, providing training, doing analysis, and 

Objective

The objective of this requirement is to obtain data support services in support of DHS Headquarters Chief Data Officer Directorate (CDOD) as required by the Foundations for Evidence Based Policymaking Act of 2018 and as guided by the DHS Enhancing Component Data Management Winter Study. The contract support services will assist CDOD in executing and accomplishing critical key mission functions and activities. DHS Chief Data Officer is responsible for enterprise data management. The DHS CDO ensures, that the agency maximizes the use of its enterprise data, primarily through the standardization of data format, data storage, sharing and publication of data sets in accordance with applicable law, as adapted from the Foundations for Evidence-Based Policymaking Act. To meet the requirements by law and stand up a DHS CDOD that is solid in its foundations, will be sustainable over time, and is positioned to lead the agency in its enterprise data strategy, the DHS CDOD will need to deliver data subject matter expertise (SME), high technical acumen, mission focused value, experienced leadership, and strategic advisory services in the ar as of data science, data governance, data standards, data quality, data strategy, data naly cs, and data architecture.
