The competitive landscape for the Federal IT and Consulting sector is dynamic, with companies entering and exiting every day for a range of reasons. A goal for any Government and GovCon leader is to identify, establish relationships with, and support firms, and their respective leaders, which are positioned to serve as the next generation of highly successful GovCon small businesses.    

Every other week, we will highlight a handful of very small, but rapidly emerging businesses that are NEW (have been formed and/or launched in the last 30 months), and that should be on your radar as both a potential partner and competitor.    

This week we share new ventures launched by a CEOs who has previously built and sold companies in the Federal Health sector; another by a proven growth and operations leader with a track record of leading large FedCiv portfolios that cut across DHS/State/DOE; and another who is a Defense Health IT SME driving strategic alliances with some of the top Women-led Digital Services firms in the sector today.    

Allant Federal  

Launched in January of 2023, Allant Federal is the newest company by far on this list, but its quick ascension may only make them more compelling. Founded by an executive team that can lay claim to over 90 years of combined experience leading organizations, programs, and projects serving Federal and Industry partners, to include more than 60 years of collective experience in business development, capture management, and proposal writing with over $8.2 Billion in wins, this Woman and Veteran-Owned Small Business touts three primary service offerings – Enterprise Service Management, Digital Transformation and Application Modernization. 

CEO Heather Allen brings a set of knowledge and experiences that most new GovCon startups wish they had, to include a track record as a Senior Executive and Solutions Architect driving Growth & Strategy for some of the most successful Federal IT contractors in the market today. This includes leading a diverse Enterprise IT organization, with $60M in annual revenue, oversite of 400 technical and management staff, along with more than 10 years of experience focused on strategic growth of large-scale Enterprise programs.  

Given the relationships and insight this leader, who cut her teeth as a US Army Computer Programmer and Operator many years ago, can bring in support of a range of DOD and Federal Civilian agencies, to include the Department of State, Department of Energy, Department of Homeland Security, this group is well positioned to score some early wins and to see steady growth in this competitive marketplace. 

VECRA 

Led by former US Army Nurse and serial entrepreneur Charlisa Watson, VECRA is a WOSB, SDVOSB firm offering a range of solutions that include software applications, emerging technologies, artificial intelligence and data analytics, supply chain management, program management and health management consulting services. Prior to launching VECRA she was the Founder, President and CEO of a successful CVE-verified, service disabled Veteran-owned, woman-owned Federal Healthcare management consulting firm that was acquired in 2020.  

Charlisa is joined by President Lisa Askew who has spent the better part of the last two decades in the government contracting industry. Her business development support initiatives have included the Department of Homeland Security (DHS), the Department of Health and Human Services (HHS), and other Federal, State and local agencies. As a result of supporting proposals within the defense, commercial, energy, and even healthcare sectors, over the course of her career she has been directly involved in efforts realizing over $20B of awards. 

Founded in 2020, this pair have VECRA off to a fast start, supporting initiatives that range from developing engagement strategies that assist HHS and the Centers for Medicare and Medicaid Services with enhancing and reinforcing messaging, outreach, and engagement; and leading medical accuracy reviews; to assisting consumers with health insurance sign ups. Did we also mention that Charlisa Watson is a founder of NiaImani CHOICES, Inc., a 501(c)(3) nonprofit organization dedicated to providing healthcare resources to low-income women, children and families around the country? #givingback 

C3Tech 

Founded in 2021 by President and CEO Monica Lee, an industry veteran with experience in Management Consulting, DOD/DHA, Military Health System & IT Program Management for high profile programs such as the Defense Health Clinical System (DHCS) Enterprise Blood Management System (EBMS), C3Tech is a new emerging business management consulting firm and a government contractor. C3Tech touts experience supporting contracts within the U.S. Department of Defense (DOD) and Department of Health and Human Services (HHS). These include the Defense Health Agency (DHA), Military Health System (MHS), and Centers for Medicare and Medicaid Services (CMS). 

We should note that Monica has recently taken on a leadership role helping to drive the newly launched Digital WOSB Alliance, a non-profit organization dedicated to supporting the advancement and expansion of women-owned, women-led digital services organizations through community, advocacy and education and working to create more opportunities for women-owned, women-led small businesses to deliver digital services in government. Compass Government Solutions 

With a track record that includes 17 years of experience as CEO for an award-winning 8(a), WOSB that was awarded several high visibility federal government healthcare contracts to include the DHA MQS IDIQ, AF CLASS, Navy MATOs, and numerous other contracts providing healthcare and human performance services nationwide and overseas prior to being acquired by a Private Equity Firm, this proven leader launched a new venture in 2021.
