The focus of this contract is to continue VA-wide access and use of the Performance Improvement Management System (PIMS). This System provides for VA-wide access and online management of key emergency preparedness and response modules to support the development and execution of exercises, inspections, performance assessments, fiscal accounting, and personnel deployments. The PIMS is a mission-critical system that has a significant impact on the capability of the VA to respond to an emergency or disaster.

PIMS was developed and has been updated and maintained to meet the specific mission requirements necessary to ensure the continuity of care for Veterans throughout all four phases of emergency management (Mitigation, Preparedness, Response, and Recovery). The design and interoperability of each component allow for a single data entry point but access and use across the various components (All Hazards Emergency Cache (AHEC), Deployment Management System (DMS), Emergency Management Performance Improvement (EMPI), Emergency Management Readiness Assurance Program (EMRAP), Event Builder, First Receiver Decontamination Program (FRDP), Performance Improvement, and Resource Management System (RMS)).

PIMS functional outputs directly support the development, delivery, tracking, and management of training and exercise-related activities within the Veterans Health Administration (VHA) Office of Emergency Management. PIMS functions as a training and exercise management tool that enables VA facilities to plan, document, execute, and improve emergency preparedness training.

This requires significant dedicated support for emergent response capability development and enhancements. The current contractor has existing agreements with the Department of Energy that allow for the hosting to support this endeavor to the level required.

The PIMS application was designed by ORAU. ORAU’s unique capabilities stem from the design, upgrades, and maintenance of existing PIMS. Capabilities include development, testing, and application of the system; subject matter experts whose tenure dates to the inception of PIMS, knowledge of revisions and modifications for the life of the system, and provision of PIMS housing server.
