As expected by many, the Cybersecurity and Infrastructure Security Agency just announced that the Spring recompete of this 5-year contract to provide assistance to the Infrastructure Security Division in the design, support, and execution of Cyber Storm exercise that focuses on improving the readiness of Federal, State, Local, Tribal, and Territorial (SLTT) government agencies, critical infrastructure, private sector partners and international entities, will stay unrestricted. There had been some hope for small business as DHS weighed its acquisition strategy.  

The incumbent om this effort is Booz Allen Hamilton who was last awarded this contract in 2020. Spend to date and contract details can be found here (70RCSA20FR0000085). 

The focus for this this effort is to continue to support the planning, coordination, execution and after action review of the CS exercise in accordance with the Homeland Security Exercise and Evaluation Program (HSEEP) guidelines. CS is a week-long distributed, operations based full-scale exercise (FSE) that will be focused on validating the plans, policies, agreements and procedures of the exercise participants. 

The latest word is that the RFP will drop in late April on GSA OASIS under NAICS 541690.
