It appears that the second time was not the charm as NIH is going back to the drawing board on this recently awarded National Eye Institute (NEI) communications support contract.

Awarded to Fors Marsh Group at the end of FY 2023, the focus of this 5-year contract is to support a range of communications and public health education needs of NEI, but the latest word out of NIH is that they have been forced to cancel this contract.  No additional details were provided.

The news comes on the heel of a formal protest being filed with GAO this past Fall (Details Here). This was the second time NIH awarded and cancelled the contract in the past 6 months. What is clear is that the move by NIH was not related to performance as no work was performed on the contract.
