DEA provides leadership and advice in developing, implementing, and coordinating extramural programs and policies within the NIDDK.  DEA is responsible for coordinating the receipt, referral and scientific review of extramural research prior to funding projects, the issuance of funding opportunity announcements, and for the processing of awards for grants, cooperative agreements and contracts. It logs in, assigns and internally distributes all applications received annually by the NIDDK, and conducts scientific and technical peer review of applications for research project grants, program project and center grants, research training and development grants, cooperative agreements, and research contracts. One of the Division’s primary responsibilities is the management, coordination and oversight of the National Diabetes and Digestive and Kidney Diseases Advisory Council (NDDKAC) meetings.

2.0 SCOPE

The Contractor shall provide policy and operations consultation and program evaluation services;  technical science writing, presentation and publication services; and logistics planning and support for local, out of Bethesda, MD-area and occasionally out of the U.S. meetings to support initiatives and activities and generate deliverables on behalf of the OD, DEA, the Extramural Program Divisions and other NIH working groups and committees on behalf of the NIDDK at the NIH.

3.0 OBJECTIVE

The main objective of this acquisition to support the OD, DEA, as well as other NIDDK extramural and intramural program activities. The Contractor shall perform tasks in the following areas: Speech writing, development of key documents, policy and strategic consultation services, meeting support, and other administrative services, to include project management, as specified in the Detailed Technical Requirements.
