This Statement of Work (SOW) describes requirements for Software Development, Operation, Maintenance, and Cloud Computing to Support Health Care Standards, Terminologies, and Customer Experiences for the National Library of Medicine’s (NLM) Office of Computer and Communications Systems (OCCS) Support is needed to sustain the continued growth and evolution of OCCS activities in application development, healthcare standards, terminologies, medical vocabulary control processing, cloud computing, customer experience support, and information dissemination.
Scope of Work. Independently, and not as an agent for the Government, the Contractor shall provide services to the National Library of Medicine, providing qualified and experienced personnel to support responsive and agile development, programming, and maintenance efforts within OCCS projects and initiatives. These qualified personnel shall have the capability and experience to cover various areas, such as:
- applying agile methodology to perform all tasks,
- understanding Section 508 standards and ensuring that all websites, applications, documents, and other content deliverables meet Section 508 accessibility standards and requirements,
- with deep knowledge and experience in customer experience management, measuring customer experience, data analysis, and data visualizations.
- having great knowledge and hands-on experience with modern technologies and lifecycles,
- with deep knowledge of application and systems architecture, implementing automated testing and assurance frameworks in heterogeneous environments using both Linux and Windows OS Platforms,
- hands-on experience in designing, developing, and supervising the implementation and operation of entire automated application testing and deployment pipelines in both AWS Cloud and on-premises applications (the current majority of infrastructure running onpremises and the NLM/OCCS is migrating then to the Cloud),
- domain knowledge and understanding of healthcare standards, terminologies, and medical vocabulary control processes,
- Understanding the Prime Cloud Service Providers and in-depth knowledge of the core services and offerings provided by cloud platforms,
- Practical experience using cloud management consoles,
- Demonstrated capabilities in IT research and emerging technologies like AI, Microservices, etc.
Many positions require advanced degrees in engineering, computer science, mathematics, Cloud certification, or similar fields. Personnel for the anticipated work shall include but are not limited to, Software Developers, System Engineers/Administrators, Cloud experts, and other categories as required, approved in advance by the Contracting Officer Representative (COR) and authorized by the Contracting Officer (CO).
The period of performance shall be for a 12-month base period with Four (4) 12-month option periods.
