The BPSSIV contract will provide a vehicle for NIH ICs and HHS OPDIVs to obtain business and professional support services including financial analysis, business solutions, and acquisition lifecycle support; business process improvement and organizational assessment; communication and training;  program planning and management services; policy development, implementation, and administration; system integration work; Center of Excellence (COE) support; and, human resources (HR) solutions.

At this time, there is no timeline for posting of the BPSSIV solicitation. Internal documents are under review and approval at various levels. Any updates on BPSSIV will be posted on sam.gov and the BPSS website. Information will not be provided via email.

A sources sought notice posted yesterday by the National Institutes of Health officially kick offs off the recompete activities for this highly visible multiple award contract which serves as an acquisition vehicle available to all Institutes and Centers (ICs) and offices within the National Institutes of Health (NIH) to purchase business operation and professional support services. 

Awarded in July of 2022 and set to expire next Summer, the predecessor Indefinite Delivery/Indefinite Quantity (IDIQ) contract, known as National Institutes of Health Business and Professional Support Services III (NIHBPSS III) had 20 Prime vendor awardees and was intended to help the agency procure business and professional support services on a task order (TO) basis.  

The scope of this IDIQ contract is broad, encompassing various task areas essential for efficient operation and innovation at the NIH. These include: 

  1. Financial Analysis, Business Solutions, and Acquisition Lifecycle Support: Offering robust financial and business strategies. 
  2. Business Process Improvement and Organizational Assessment: Enhancing operational effectiveness and organizational health. 
  3. Communication: Facilitating clear and effective internal and external communications. 
  4. Program Planning and Management Services: Aiding in strategic program development and management. 
  5. Policy Development, Implementation, and Administration: Shaping and administering key policies. 
  6. System Integration Work: Streamlining and integrating diverse systems for optimal performance. 
  7. Center of Excellence (CoE) Support: This includes support for various CoEs such as Cloud Adoption, IT Infrastructure Optimization, Customer Experience, Contact Center, and Service Delivery Analytics. 
  8. Human Resources (HR) Solutions: Offering comprehensive HR strategies and solutions. 

Prospective contractors for this recompete are expected to possess a comprehensive set of skills and experiences. This includes knowledge of financial accounting policies, financial tracking systems, and proficiency in tools like SharePoint, SharePoint Designer, Visio, SPSS, and SAS. Furthermore, experience in designing, developing, and deploying Dashboards, along with expertise in succession program management, workforce planning, instructional design, business process improvement methodologies, organizational diagnosis, and human resources modeling, are crucial. 

This recompete reflects NIH’s commitment to modernizing and enhancing its business and professional support capabilities, ensuring that its various institutes and offices are equipped with the best tools and services to fulfill their mission of advancing health and scientific discovery.
