The NAVSUP Fleet Logistics Center Norfolk intends to acquire computer system and software design/development support services for the Department of the Navy’s Electronic Procurement System (ePS). The contractor will be required to design, develop, and maintain the Navy Acquisition and Procurement Business Intelligence (BI) environment. These services are critical to the pending DON electronic Procurement System (ePS) program underway now. ePS is the designated DON program for replacement of all procurement capability. The placement of a Firm Fixed Priced (FFP), purchase order for a base year plus, three one-year options is anticipated.
The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source (AVUM, Inc.) under authority of 41 U.S.C. 1901, Simplified acquisition procedures.
