The Department of the Navy, through NAVSEA and the Naval Surface Warfare Center Philadelphia Division, has released a Sources Sought Notice (N64498-26-RFPREQ-PD-31-0045) for Database and Software Development Seaport support, signaling upcoming demand for sustained logistics data and application services.
The effort supports NSWC Philadelphia’s Code 312 organization, which manages the Navy’s Naval Logistics Technical Data Repository (NAVLOGTD). This system serves as the authoritative repository for a wide range of technical data, including technical manuals, operational sequencing systems, and multiple logistics and readiness databases supporting fleet operations.
The requirement is centered on providing ongoing engineering and IT services to maintain, enhance, and evolve NAVLOGTD and its associated environments. Scope includes program management, software development, database administration, system administration, and cybersecurity support aligned with Risk Management Framework requirements. Contractors will also support integration and migration efforts as NAVLOGTD aligns with broader Navy modernization initiatives, including movement into Model Based Product Support environments.
Work extends beyond maintenance into next-generation system development, including upgrades to reduce infrastructure footprint, integration of new data sources and applications, and continuous enhancement of publishing and data distribution capabilities. The requirement also includes help desk support, technical data management, and subject matter expertise across Navy logistics systems and standards.
In parallel, contractors will support analysis of logistics and readiness data through development of databases and software tools, reinforcing the operational role of NAVLOGTD in fleet sustainment and lifecycle support.
