Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk is seeking information on qualified and experienced sources for planning purposes, in an effort to derive a contract vehicle that will provide contractor support services for helpdesk, application, database web development and maintenance support. The Contractor will be responsible for the development, maintenance, and enhancement of databases, conducting data architecture to support Knowledge Management (KM), creating web portals, conducting Research, Development, Test and Evaluation (RDT&E), Systems Analysis, supporting Naval Warfare Development Center’s (NAVWARDEVCEN) Communications Security Material Systems (CMS) account, Software Development Team Management at the NAVWARDEVCEN and will perform routine customer support of IT systems and applications. The primary organization for this support is the NAVWARDEVCEN predominately located in Norfolk, VA.
The objective of this requirement is to procure web, database support, to develop turnkey solutions and maintain the NAVWARDEVCEN databases, portals and web sites, and maintain compliance with Department of Defense (DOD) Information Assurance (IA) Workforce guidance. As well as supporting ancillary services and equipment established herein, and provide modernization support, research, software development, test and evaluation, systems analysis to support required data analytics, R&D for Data Optimization to modernize legacy systems. This PWS covers the following elements/material in use of NAVWARCEN for a population of approximately 300 users: – About six (6) primary database instances – Five (5) Portals – One (1) public facing website – About fifty (50) CMS and cryptographic devices – One (1) phone system – Eight (9) video teleconferencing and audio-visual systems – Trouble ticketing system – Thirty (30) printer devices – About five (5) annual software deliveries – About fifty (50) approved software packages…
6.1 SHAREPOINT PORTALS 6.1.1. Portal site design, modernization, implementation, and management: The contractor shall provide guidance on how to best implement business requirements through various Microsoft SharePoint portal solutions. The contractor shall identify, document, and implement process and procedure improvements with guidance from the Government. The Contractor shall provide data management and analysis support as required. 6.1.2. Portal Training: The contractor shall develop formal training/instruction on how to utilize developed portal for both standard users and owner’s/content managers. The contractor shall be responsible for providing sufficient instruction to familiarize the Government with the MS SharePoint solutions. The contractor shall develop and disseminate supporting documentation in accordance with command Information Management Knowledge Management (IMKM) initiatives as required. 6.1.3. Custom Solutions: The contractor shall liaise with customers for SharePoint resolutions providing and completing SharePoint Portal custom solutions within an established timeline determined by the SharePoint developer, requestor and AO for various requirement received via telephone call, in person, or email as requested.
