The Government is seeking information on potential Business concerns qualified to support the development, maintenance and readiness of the Financial Management Resources Division (FMR) ARC Tool.
The ARC Tool is a SharePoint database that tracks audit response communications and deliverables through the Enterprise for delivery to the Independent Public Accountant (IPA). Key goals of the effort include:
- Continuous availability of the Navy’s ARC Tool
- Ensure the ARC Tool is available for access and response activities 24 hours per day, 365 days a year
- Timely trouble resolutions
- Resolve trouble tickets and end-user problems, and respond to all questions within 48 hours
- Expedient system changes request development and implementation to meet evolving audit needs/volume
- Make change recommendations within 48 hours for users requiring changes in procedures
In performance of this PWS, the Contractor shall deliver expert knowledge and actionable recommendations related to audit response/coordination infrastructures, Microsoft SharePoint development, Generally Accepted Accounting Principles (GAAP), and Office of the Secretary of Defense (OSD) financial improvement guidance. They shall also provide personnel with end-to-end knowledge of the Navy’s organizational structure, business processes, and financially relevant systems. The Contractor shall adhere to overall strategic plans and milestones, if applicable, provided by Navy or Office of the Secretary of Defense leadership.
Firms capable of performing the work shall have at minimum the following capabilities:
- Technical expertise in system coding to allow the creation, implementation, and support of new versions of the DON Enterprise ARC Tool on aggressive timelines
- Leverage and integrate automated solutions
