The Naval Information Warfare Center Pacific (NIWC Pacific) is seeking a contractor to provide engineering, software development, cybersecurity, and lifecycle sustainment for Application Arsenal, the Navy’s enterprise platform for distributing software to operational systems across the fleet and other Department of Defense environments. The solicitation is limited to SeaPort contract holders.
Application Arsenal serves as the enterprise service used to distribute, update, and install software at the tactical edge. According to the Statement of Work, the platform delivers software developed in government software factories to operational environments including Agile Core Services (ACS), the U.S. Marine Corps Common Hosting Environment (CHE), the Overmatch Production Environment (OPE), Five Eyes (FVEY) partners, and autonomous vehicle platforms, with additional systems expected to be added over time.
The contractor will support both continued platform development and long-term operational sustainment. The engineering effort includes designing and integrating new capabilities, supporting the government-designated DevSecOps pipeline, modernizing deployment architectures, implementing cybersecurity controls required for RMF compliance, and fielding new software releases across CONUS and OCONUS operational environments. The work also includes secure software distribution, Cross-Domain Solution integration, and engineering support for autonomous systems and command and control data exchange supporting distributed operations.
Beyond development, the contractor will provide ongoing operations and maintenance for fielded capabilities, system administration for Linux and Windows environments, cybersecurity and Information Assurance support, help desk services, technical documentation, logistics support, and user training. The requirement also includes rapid agile engineering support to develop, test, and integrate new C4I capabilities that address emerging Science and Technology gaps identified by the government. Much of the work will be performed in classified environments, including support up to Top Secret/SCI, with travel supporting both CONUS and OCONUS activities.
