Navy Opens Market Research for End User Hardware Recompete and Broader IT Supply Chain Capability

The Navy has opened market research for the recompete of its End User Hardware contract vehicle, while considering whether the successor should expand into a broader IT procurement, supply-chain and integration capability serving the Navy and Marine Corps.
The Naval Enterprise Networks Program Office wants to streamline how approved IT hardware, software, licenses, subscriptions and related products are ordered, delivered and tracked. The Navy is examining whether additional procurement, supply-chain and integration work should be incorporated into the recompete, along with engineering services supporting product and service design. Network operations are not expected to be included.

The operating environment is substantial, covering approximately 750,000 Navy and 260,000 Marine Corps personnel across more than 1,600 U.S. and overseas locations. The Navy wants to shorten acquisition-to-delivery times while maintaining visibility into assets, orders, software entitlements, warranties, pricing and supply-chain risks.
Rather than prescribing the solution, the Navy is asking industry to recommend commercial operating models, self-service catalogs and ordering, sourcing and fulfillment approaches, automation, asset visibility, supply-chain risk management, data integration and transition strategies. Purchase, leasing, subscription and as-a-service models are all being considered.T

The Navy is also asking industry whether the successor should directly provide hardware, software and licenses or use other vehicles for the products while the supply-chain provider handles sourcing coordination, fulfillment and lifecycle services. The resulting vehicle is expected to be available across the Department of the Navy but would not be mandatory use. The Navy says it anticipates that competitive pricing and faster delivery could make it the de facto vehicle for commodity IT procurement and delivery.

Who should care: Navy and Marine Corps IT contractors, systems integrators, IT resellers and distributors, supply-chain and asset-management providers, and firms capable of delivering technology and lifecycle services at enterprise scale.
