This justification provides the rationale for contracting by other than full and open competition to award a sole-source contract to Logical Innovations, Inc. The proposed procurement is for the acquisition of Center Administrative and Technical Support Services (CATSS) functions to support NASA-AFRC activities. Disruption of the phase-in of the new contract award does not provide sufficient time for another solution that will satisfy agency requirements. It is determined that the work and services covered by the current contract are vital to the NASA mission and must be maintained without interruption, both at the commencement and the expiration of this contract.
