Award notice to inform industry that a sold source award was made under authority 41 U.S.C 1901 as implemented by FAR 13.501(a). This award is a Firm Fixed Price, and was not awarded competitively. The rationale for the non-competitive award is the program office and Contracting Officer did market research and decided that the best option was a HUBZone set aside, and with the urgent nature of the request, there was not a reasonable expectation that offers would have been received from two or more HUBZone small business concerns. Please note the this information is consistent with the Contract Action Report (CAR) at FPDS, and will be made public. In accordance with FAR 5.301(d)(3), this notification is being issued to provide the redacted Justification for this effort. The NBIS PMO is in the process of modernizing and migrating applications to the cloud in support of the NBIS system. This is a massive transformation for DCSA, and the agency is under intense scrutiny by Congress and the DoD after multiple missed program milestones and security incidents. As such, DCSA requires strategic level support to assist with executing this mission critical transformation. The PMO seeks support for the following major areas:

• Strategic Planning
• Systems and technical analysis
• Process improvement
• Data support
• Value assessment
• Cloud Financial Operations (FinOps)

The proposed contract will consist of one 12 month period, and includes option to extend services which if exercised provides up to an additional six months of support.
