The Department of Homeland Security U.S. Customs and Border Protection’s Office of Information Technology (OIT) announced yesterday that it intends to release the RFP for the multiple award Enterprise Business Management Support Services 2 (EBMSS-2) Blanket Purchase Agreement (BPA) as early as June 1, 2023.
A focus for the resulting BPA is to provide a wide range of IT support services to meet the mission and business needs of CBP, with this new contract vehicle being available to all component offices. A lot has changed since the first instance of EBMSS was awarded in Q1 of FY 2019 and CBP has stated that a focus for the next generation of this BPA will be to provide a wide range of enterprise level business management support services and business disciplines supporting innovation and digital transformation, while exploiting new and emerging technologies that are more flexible, responsive, scalable, reliable, secure, and affordable, and that can meet the varied requirements for support services across and in support of key mission critical areas.
Some stated and known requirements will center around providing technical support in areas such as strategic planning, risk assessment and mitigation, cost analysis, data management and analysis strategies, and senior program management, while also recommending enhancing and supporting CBP’s emerging technology, data management, reporting and analytical capabilities.
The RFP is currently expected to be released on GSA MAS under NAICS 541990, with an award expected before the end of the calendar year. There are three known incumbents on the current EBMSS BPA – NTT Data, Booz Allen Hamilton, and Deloitte. Deloitte has been the clear big winner on the current EBMSS BPA to date, securing more than $230M in task orders and obligated funds to date, followed by Booz Allen with more than $70M; and NTT Data with just shy of $20M.
As part of an announcement early this year, CBP outlined its plans related to the competitions for both this unrestricted EBMSS competition, as well as the Enterprise Small Business (ESB) BPA, which was to be competed among qualified small businesses. The agency stated at that time that the EBMSS 2 requirement would have two (2) areas of mission need: Professional Services where reach back and broad experience across Government and Industry is highly beneficial (e.g., program stand-up, integration across CBP offices, analysis, and initiation of new policy or a highly dynamic and need for rapid scaling – Title 42 impacts, OAW, SW Border Crisis). Secondly, there will be a Mission and Enterprise Integration area that will reduce the operational risk of many integrators and meet large scale needs and the complexity of mission.
