Jeffrey Neill has taken on a new role as Executive Director of the Office of Acquisition and Logistics (OAL) and Senior Procurement Executive (SPE) at the U.S. Department of Veterans Affairs, bringing with him a track record as a seasoned acquisition leader with deep experience across some of the federal government’s most demanding contracting environments.
“This was not much of a secret and many were tracking, but the paperwork is complete and today is my first day. I want to thank Joe Maletta, the former SPE, for his patience during the transition and for laying the groundwork for positive changes in OALC that will benefit Veterans and the programs that support them. I also thank Phil Christy and Chris Parker for their confidence and the opportunity to lead OAL at a critical time,” Neill shared.
Neill’s progression into this role reflects a career built on steadily expanding leadership responsibility. Most recently, he served as Associate Executive Director and Head of Contracting Activity at the VA’s Technology Acquisition Center (TAC), where he oversaw contracting operations supporting major technology acquisition efforts. He previously held the Deputy Associate Executive Director role at TAC, further strengthening his leadership across the organization.
Before joining VA, Neill held senior leadership roles within the U.S. Army Corps of Engineers, including a developmental assignment as Alternate Senior Contracting Official, where he oversaw a $100B portfolio spanning four divisions, 18 contracting offices, and approximately 800 contracting professionals, with $18B in annual obligations. He also served as Chief of Contracting for both the Fort Worth and Galveston Districts, leading multi-billion dollar programs and driving measurable growth in contract execution.
His earlier experience across the Texas A&M University System, the U.S. Department of Agriculture, the U.S. Army, the U.S. Air Force, and the Department of the Treasury further underscores a career defined by breadth, scale, and consistent advancement in leadership roles.
A seasoned contracts executive, Neill brings expertise in government procurement, subcontract management, and FAR and CAS compliance, with experience spanning information technology, architecture and engineering, construction, defense, and global health. He holds a law degree from the University of Texas, is a certified Project Management Professional, and earned a Master’s Certificate in contracting from The George Washington University School of Business.
With a career marked by progressive leadership and oversight of large, complex acquisition portfolios, Neill steps into this role positioned to lead VA’s acquisition and logistics enterprise during a critical period.
