J29 is happy to announce that it was recently awarded an Indefinite Delivery, Indefinite Quantity (IDIQ) master contract with the State of Maryland’s Health Benefit Exchange (MHBE) to provide IT Consulting and Technical Support Services. For this contract, MHBE seeks to obtain IT consulting and technical support services for MHBE’s IT initiatives, projects, and tasks that support MHBE’s Qualified Health Plan (QHP), Medicaid, Dental, and other healthcare eligibility, enrollment, and related functions.

The MHBE, an independent unit of State government, was established in 2011 in accordance with the 2010 Patient Protection and Affordable Care Act (ACA) to hold responsibility for the administration of the State’s health insurance marketplace. Working with the Maryland Department of Health, Department of Human Resources (DHR) and the Maryland Insurance Administration, the MHBE created “Maryland Health Connection” to serve as the marketplace.

With a period of performance beginning on July 1, 2023 and concluding on June 30, 2028, J29 will have the opportunity to compete on task orders across select areas within the IDIQ’s ten (10) functional areas. The MHBE IT Consulting and Technical Support Services IDIQ master contract has a three (3)-year base period, with two, one (1)-year options. Within this master contract, MHBE will operate this services with a budget allocation of approximately $30 million in Fiscal Year 2024 (FY24) for this program.
