The Internal Revenue Service is seeking capability statements from industry to support a forthcoming requirement for Safeguards IT Computer Security Support services.
This effort is being issued as a sources sought notice to conduct market research and inform acquisition planning. The requirement will support the IRS Office of Safeguards, which is responsible for ensuring the protection of Federal Tax Information shared with federal, state, and local partner agencies.
The scope focuses on providing cybersecurity and information technology support to assess and improve the security posture of partner agency systems that receive, process, or store federal tax data. This includes conducting computer security reviews, performing system configuration checks, executing automated and manual compliance scans, and documenting findings aligned with federal standards and IRS security requirements.
The requirement also includes evaluating agency submissions such as corrective action plans, security reports, and technical inquiries, as well as supporting ongoing updates to security methodologies and evaluation frameworks. Additional responsibilities include risk analysis, development of evaluation matrices, and support for risk-based review selection processes.
Work will be performed primarily at contractor facilities, with support for remote and occasional on-site assessments. The anticipated period of performance includes a base year with four option years.
This notice represents an early step in defining the requirement and gathering industry input on capabilities to support IRS safeguards and cybersecurity operations.
