HUD Sources Sought: Enterprise Data and Resources Management Solution (eDARMS)

The U.S. Department of Housing and Urban Development Office of the Chief Data Officer (OCDO) in the Office of Policy Development and Research (PD&R) requires support for activities required under the 2018 Foundations for Evidence-based Policymaking Act aka the Evidence Act and the Federal Data Strategy and the 2020 Action Plan. The Department of Housing and Urban Development (HUD) is issuing this source sought synopsis as a means of conducting market research to identify vendors having an interest in and the resources to support activities required under the 2018 Foundations for Evidence-based Policymaking Act and the Federal Data Strategy and the 2020 Action Plan and to what capabilities exist in the marketplace for these activities.

General Description of Work

The HUD has many disparate systems across multiple program areas that collect, process, and store a vast amount of data. These silos of systems often result in data duplication and create barriers for the agency to be able to analyze and compile information to make well informed decisions. There is an immediate need to advance HUD’s data governance and data management to leverage data as a strategic asset to advance HUD’s data governance, data management, quality, and accessibility across the agency to leverage data as a strategic asset and to improve the overall operations of the agency’s programs.

In response to the Open, Public, Electronic and Necessary (OPEN) Government Act within the Evidence Act the OCDO is seeking to develop an Enterprise Data Assets and Resources Management Solution comprising of three capabilities, 1) Enterprise Data Governance framework, 2) Enterprise Data Catalog/Inventory leveraging TALEND Data Management platform to meet this requirement as a part of its overall data ecosystem, 3) Enterprise Reporting, Research and Analytics solution and, 4) Master Data Management Solution.. The OCDO anticipates the complete development of eDARMS will be a multi-year phased approach.

The period of performance shall be for a two-year base period and three 12-month options.
