HUD has now released a Sources Sought notice (Solicitation Number NFNC20260310) along with a draft Performance Work Statement, providing additional detail on the scope and structure of the H2TNG vehicle. HUD prepares to release H2TNG Enterprise IT Transformation IDIQ. Industry Day Planned.
The Department of Housing and Urban Development (HUD), through its Office of the Chief Information Officer (OCIO) is preparing to release the Technology Transformation Next Generation (H2TNG) multiple-award IDIQ contract vehicle. The effort is aimed at modernizing and sustaining HUD’s enterprise IT environment across headquarters, regional and field offices, and data centers.
H2TNG will support end-to-end IT lifecycle services, spanning enterprise architecture, systems engineering, cloud and data solutions, cybersecurity, and IT operations. Through task orders, contractors will deliver enterprise-wide capabilities including governance, acquisition and financial support, and full lifecycle development, modernization, and operations support. The scope reflects a strong emphasis on digital transformation initiatives such as cloud adoption, DevSecOps, data analytics, and Zero Trust architecture.
From an IT and consulting perspective, this vehicle is positioned to drive high-value advisory and integration work across HUD’s mission systems. Requirements include program and project management, enterprise IT strategy, customer experience modernization, and advanced cybersecurity operations, alongside modernization of legacy systems and migration to scalable cloud environments. The contract structure allows for a mix of fixed-price, time-and-materials, and cost-reimbursement task orders, providing flexibility across consulting, engineering, and managed services.
HUD plans to host a pre-solicitation conference on April 22, 2026.
