The recent word out of DHS is GREAT news for SDVOSB VETS 2 Primes. It also derails plans for HUBZone small business contract holders on CIO-SP3 SB which had been gearing up to put in a Prime bid on this significant requirement to support the ALC ISD mission to provide IT services in support of enterprise systems such as the Aviation Logistics Information Management Systems (ALMIS) and Coast Guard Logistics Information Management System (CG-LIMS). 

DHS has now stated that the RFP, which was expected to go out as a HUBZone set aside on CIO-SP3 SB in late June (which is how the incumbent contract was competed) is now expected to be released as an SDVOSB set-aside on VETS 2 in mid-August.

There is no official word as of yet that the CIO-SP3 SB GWAC will be extended past the current April 2024 deadline, but apparently the Coast Guard has reason to believe that it will, as they just announced plans to release a major task order RFP this Summer. This requirement will support the ALC ISD mission to provide IT professional services on enterprise systems for Aviation Logistics Information Management Systems (ALMIS), Coast Guard Logistics Information Management System (CG-LIMS), ALC’s organic systems, and the Logistics Support System (ALC-LSS). 

Support required includes depot maintenance, engineering, supply, procurement, information services, and acquisition project execution. The ALC, Information Systems Division (ISD) has a need to provide applications development, web development, database engineering, database administration, system engineering, business analysis, system security, procurement, helpdesk support, account management, account auditing, configuration management, quality assurance, project management, asset management, and network support. The USCG does not have sufficient Government civilian and military personnel to complete required tasks in a timely manner, therefore the USCG will rely on contractor augmentation to fully succeed in this effort. 

The incumbent on this effort is CompQsoft. The predecessor 5-year contract was last awarded in February of 2020 as a HUBZone set-aside action.
