The purpose of this synopsis is to announce the Indian Health Service’s (IHS) intent to negotiate a Firm Fixed Price sole source contract with RL Datix. located at 155 N Wacker Dr., Ste. 1930, Chicago, IL 60606-1719, to continue providing provide the Indian Health Service (IHS) with an adverse event reporting system and associated support for a six (6) month period.

Only one (1) source, RL Datix, is available to fulfill the Government’s requirement for an Adverse Events Reporting System. This action will support a short-term, six (6) month bridge to allow for adequate time to re-compete the existing contract HHSI236201900002C with a current expiration date of June 10th, 2024, maximize future competition, and prevent a lapse in critical services.

Should a lapse in service occur, IHS would have no way to report medical and non-medical adverse events, a critical requirement for maintaining proper oversight. Adverse reporting may require rapid intervention on behalf of IHS leadership and management, and its absence may result in potentially endangered patient safety.

Due to the criticality, for the period to be covered (June 11th, 2024 through December 8th, 2024), RL Datix is the only acceptable source for this period as an alternate vendor would incur unacceptable delays.

Operational delays would be encountered in the implementation of a different software. This process includes obtaining the Authority to Operate (ATO) certificate from IHS IT security, and would likely exceed the duration of the anticipated bridge.

IHS Staff training and acclimation to new software for a six (6) month period.

The total estimated cost of this service is $148,341.00 for a six (6) month period.
