HHS Formalizes Timeline for NITAAC CIO-SP3 GWAC Sunset and Transition to Other Acquisition Vehicles

Current NITAAC prime contractors received formal notification Friday afternoon that the Department of Health and Human Services (HHS) has established the timeline for the sunset of the CIO-SP3, CIO-SP3 Small Business, and CIO-CS Government-Wide Acquisition Contracts (GWACs). Contractors were also provided a contract modification and asked to review, sign, and return the document today.

According to the notice, the HHS Senior Procurement Executive has determined that all NITAAC GWACs will sunset on October 29, 2026, following a strategic review aligned with Executive Order 14240 and OMB Memorandum M-25-31. HHS stated that the effort is intended to streamline procurement, eliminate duplication, and improve efficiency.

The notice establishes several key milestones for contractors. Beginning June 8, 2026, new orders awarded under the vehicles may not include periods of performance extending beyond December 31, 2028. October 29, 2026, will serve as the final day for awarding new orders under the contracts, while NITAAC support functions will continue to wind down through the end of 2028. After that date, HHS and NIH plan to cease all NITAAC program functions, including fee collection and administration of assisted orders.
The guidance also confirms that future requirements will be procured through existing vehicles within the General Services Administration (GSA) portfolio and other agency acquisition sources.

While the announcement formalizes the transition plan, NITAAC vehicles remain available for new awards through October 29, 2026. As agencies continue to work through fiscal year 2026 priorities and year-end acquisition activity, contractors can still compete for opportunities under the existing GWACs within the parameters outlined in the notice. The communication provides what may be the clearest timeline to date for the wind-down of the NITAAC program and the migration of future procurement activity to other federal acquisition vehicles.
