The U.S. Department of Health and Human Services (HHS), Administration for Community Living (ACL), Administration on Disabilities (AoD), Office of Independent Living Programs (OILP) has a need to obtain information technology services to support a fully accessible (e.g., 508 compliant) data portal for the Independent Living programs.

ACL requires information technology services to support a fully accessible (e.g., 508 compliant) data portal for IL program. The leading objectives for the data portal are to:

  1. Provide OILP with the information required to support various budget activities
  2. Support a data portal for grantees to submit information for the required reporting that is used to confirm grantees are meeting the requirements under the Rehab Act.
  3. Have easy access to data in a searchable format

Information that grantees submit via this data portal to ACL to affirm they are in compliance with statute includes information about

  1. how the grantees are complying with the Rehab Act and the implementing regulations (or, in some cases, information about why the grantees are not complying and what the grantees are doing to come into compliance);
  2. resource development that the grantees are doing;
  3. how many consumers the grantees are serving and demographic information about these consumers;
  4. what services grantees are providing and how many grantees the grantees are providing what services to;
  5. grantees work plans and consistency with SPILs;
  6. other grantee accomplishments; and
  7. grantees’ requests for training and technical assistance.

Electronic reporting is convenient for CILs, ILS, OILP and for ACL because it takes less time, effort, and money than manual submission. Electronic program performance reports are convenient to revise, analyze, and store.  ACL is able to retrieve data in a searchable format. Therefore, ACL has been requiring these reports to be submitted electronically through a system that a Contractor develops and maintains through a standardized electronic submission process.
