Description:
The Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Government Contracting Services (GCS), has awarded a cost-plus-fixed-fee contract to James Bell Associates for the Tribal Home Visiting Resource Institute for Excellence (THRIVE). The contract involves providing comprehensive technical assistance (TA) services for the Tribal Maternal, Infant, and Early Childhood Home Visiting (Tribal MIECHV) Program.

The Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Early Childhood Development (ECD) and the Office of Planning, Research, and Evaluation (OPRE) have a need for a vendor to provide technical assistance (TA) support through the THRIVE TA Center providing technical assistance services for the Tribal Maternal, Infant, and Early Childhood Home Visiting (Tribal MIECHV) program. The THRIVE TA Center will provide guidance, leadership, and support to promote excellence in the implementation of evidence-based home visiting programs in tribal communities across the nation.
It is the Government’s intention to award a cost-plus fixed fee contract for these services. The Government contemplates the contract having a period of performance of approximately 60 months, inclusive of the base and all option periods. The Contracting Officer will be Christopher Palmer, 330 C Street, S.W., Washington, D.C. It is anticipated the contract will be awarded in August 2024.
