Heating Up: OASIS SB Primes set to vie for DHS SEVP Fee Management Support contract

We cannot and will not speculate as to why the U.S. Immigration and Customs Enforcement (ICE) is re-competing this Student and Exchange Visitor Program support requirement more than a year before the task is set to expire but, given the level of competition for the predecessor contract, this Department of Homeland Security solicitation will draw a lot of interest when it is released later this Summer.  

A focus for the next iteration of this 5-year contract will be to support and lead efforts to effectively manage and oversee SEVP fee collections, to include providing project management skills and the ability to integrate new initiatives using the latest innovative trends and industry best practices while applying industry knowledge to improve the stakeholder experience. Specific activities and services provided will include, but are not limited to, Program Management, Financial and Fee Management, Business Integration and Organizational Development Support and Analysis, Performance Measurement and Management Support, Strategic Planning, Risk Assessment and Management Support, Government Accountability Office (GAO) Fraud Risk Framework Implementation and Support, and Funding Governance, Process Improvement Support, and Reporting Support. 

The predecessor contract was last competed and awarded using the GSA OASIS SB IDIQ in mid-2020 with the award going to now incumbent, McManis & Monsalve Associates (MMA). That contract was expected to last into early 2025, but ICE is currently planning to award the next iteration by the end of 2023.

This upcoming solicitation is expected to be released in early July of 2023 using the GSA OASIS SB IDIQ. The requirement drew 8 bidders the last time and it is reasonable to expect a similar level of competition this time through.
