GSA RFI details upcoming Technology Transformation Services Innovation Adoption CoE Support requirement

The General Services Administration (GSA) FAS Technology Transformation Services (TTS) recently posted an RFI on GSA eBUY conducting market research. The FAS Technology TTS Centers of Excellence (CoE) team has a need to acquire specialized support and related services for the implementation and execution of the Innovation Adoption Center’s activities.  

Housed in GSA’s TTS, the CoE initiative accelerates Information Technology (IT) modernization at federal agencies by leveraging private sector innovation and government services while centralizing best practices and expertise for holistic transformation. 

The RFI details needs for a contractor which will support the CoE to deliver its mission, core values, and facilitate project-based collaboration to achieve successful results, with a focus on Business, Risk, Performance, and Impact Analysis in support of modernizing organizations and operations.  The stated objectives include, but are not limited to: 

  • Ready the organization for and support the adoption of large-scale IT Modernization efforts for agencies and programs by preparing for and managing change, getting stakeholder buy-in, building organizational resilience, and demonstrating how modernization leads to increased mission fulfillment  
  • Change management to ensure seamless implementation. 
  • Collaborate for success on modernization projects by co-leading efforts with the customer’s workforce to ensure success and longevity beyond CoE engagements 
  • Work collaboratively to ensure stability once CoE has left the organization 
  • Partner with the CoE technical leads in our engagements and utilize best practices and modern tools to drive results with agency modernization initiatives and innovation adoption activities. 
  • Partner with private sector contractors with deep expertise in building the cultures, conditions, and capabilities that are required to implement sustained change and having a track record of delivering similar modernization efforts in the federal government 
  • Build high-performance teams demonstrating professional consulting skills, technical competence with modern and innovative technologies to deliver agreed upon deliverables at a schedule 

The RFI goes on to outline a comprehensive set of tasks and deliverables for improving operational metrics, impact evaluation, business models, risk management, and decision-making in an organizational setting.  

Tasks: The main tasks involve developing and refining performance and operational metrics to align with modern standards, designing data capture and analysis protocols, and establishing key performance indicators. This includes conducting impact evaluations, benchmarking, and designing dashboards for reporting and tracking. Additionally, tasks involve conducting deep assessments of the impact and value of products, services, and business models, calculating return on investment and conducting cost-benefit analyses. The focus extends to advising on business models, budgeting, and operating models, assessing skill gaps, and creating financial management tools. Moreover, there’s an emphasis on enterprise risk management, including establishing risk contexts, generating risk registers, and developing risk response strategies. Finally, tasks include designing decision-making mechanisms, facilitating the implementation of decision protocols, and designing decision support systems. 

Deliverables: These tasks result in a range of deliverables such as metrics and measurement plans, KPI dashboard templates, documentation on data/metrics governance, automated metrics collection systems, and various analysis reports. Deliverables also include a clean database or spreadsheet of data, analytic reports with findings, data visualizations, and decision guides. Furthermore, there are business model canvases, budget proposals, financial management tools, risk profiles, risk management plans, and continuous monitoring plans. Additionally, deliverables encompass decision trees, organizational network analyses, case studies on decision processes, and decision support system roadmaps. These deliverables aim to enhance organizational efficiency, decision-making, and risk management in a modern operational context.
