GAO Sustains Challenge to DHS $3.1B CWMS 3.0 Award

Earlier this week, GAO sustained a protest filed by Turning Point Global Solutions challenging the Department of Homeland Security’s Cellular Wireless Managed Services (CWMS) 3.0 procurement.

The protest, filed June 29 under solicitation 70RTAC25R00000010, was sustained on September 24. A sustained protest means GAO found merit in at least one aspect of the protest. The specific basis for the decision and GAO’s recommended corrective action are not yet clear from the information available here.

DHS had previously selected WidePoint as the single awardee for CWMS 3.0. The company announced the award in June as a 10-year IDIQ with a ceiling of approximately $3.1 billion. The vehicle is intended to provide cellular wireless managed services across DHS and its components, including program management, telecommunications expense management, a management portal, service desk support and transition services, with additional wireless, mobile device management and related support available as optional services.

For those tracking this closely, the next question is what action DHS takes in response to the sustained protest. Depending on GAO’s recommendation and the agency’s response, corrective action can take different forms. At this point, however, the available information establishes only that the protest was sustained. It does not establish how DHS will ultimately address the procurement.
