A research request was recently provided to OS AI from a small business Federal Health IT specialist looking for details related to an opportunity with one National Institutes of Health technology office which is considering standing up one or more new BPA contracts to support the operations, maintenance, and development of its enterprise applications environment, while address a growing backlog of required enhancements.

The Ask: The [NIH National Institute of Environmental Health Sciences (NIEHS)] Office of Information Technology (OIT) recently announced [via some market research] that it is considering standing up one or more BPA contracts to support the operations, maintenance, and development of approximately 35 enterprise applications at NIEHS. The scope of the work is to obtain services through the award of potential task orders in areas that include broad support activities in the following categories: BPA Program Management and Task Order Project Management; Development, Modernization, and Enhancements (DME); and Transition Activities. 

OS AI Note: This new BPA, or set of BPAs, would run in parallel to a sister contract held by Tantus Technologies (Award ID 75N96020F00001). That contract supports smaller development changes and bug fixes, but it does not cover the necessary DME support services required to address the emerging needs and growing backlog for NIEHS Enterprise Applications.  

We are aware that market research is active and underway, and it appears that the agency is still defining an acquisition strategy and timeline, so there is an opportunity for potential bidders to influence the direction of this procurement (vehicle, set-aside decision). From .Net and REACT and C#/C++, to Cold Fusion, Java and PHP, the application development will need to support a variety of current and older programming languages, frameworks and environments. NIEHS is headquartered in Durham, NC, so some type of local presence will be required.
