It appears that the small business community was heard as this Department of Homeland Security Headquarters contract to provide a range of Communications Support services for the Office of the Chief Information Office (OCIO), including Website Design, Development and Content Updates, Technical Writing, News and Social Media Communications, Strategic Planning, and Performance Management Communications Support, all performed in a time-sensitive, technology driven environment, will be released as a set-aside action. 

Of note is that the market research DHS posted in March had initially indicated a three-year period of performance, but this new requirement is now identified as being 5 years in duration.  

The RFP is now expected to be released in late May on GSA OASIS SB using NAICS 541613 – Marketing Consulting Services.

While the scope of this upcoming contract competition is not directly Information Technology (IT) related, the opportunity to provide support for the U.S. Department of Homeland Security (DHS) Headquarters Office of the Chief Information Officer (OCIO) Front Office, which is responsible for implementing the programs necessary to align DHS’s IT personnel, resources, and assets, to include all systems and infrastructure that support department-wide missions and activities, ensures that this upcoming RFP will draw a lot of interest. 

The DHS OCIO recently posted details related to a potential upcoming RFP to stand up a three year contract to provide a range of Communications Support services for the DHS OCIO, including Website Design, Development and Content Updates, Technical Writing, News and Social Media Communications, Graphic Design, Event Scheduling & Support, Correspondence Management, Strategic Planning, and Performance Management Communications Support, all performed in a time-sensitive, technology driven environment. 

The acquisition strategy, to include timing of any subsequent RFP, any set-aside decision and contract vehicle options, has yet to be finalized or announced, but the agency did specifically inquire about maximum hourly rates under a vendors’ OASIS contract and the overall emphasis was on the GSA contract, which may indicate the way they are currently leaning.  

The DHS OCIO provides DHS and its components with the IT services required to lead a unified DHS effort to prevent and deter terrorist attacks, while providing trusted information when and where needed. The ability to gain access to advance information, plans and strategies, while supporting OCIO efforts to set forth goals and strategies for supporting the DHS mission in the DHS Information Technology Strategic Plan, will and should raise potential OCI concerns for many, but the competition is still expected to be quite fierce.
