A Spring sources sought, a change in NAICS codes and the potential that this soon-to-be released RFP, seeking a contractor to provide expert knowledge and experience to conceptualize, plan, and conduct program evaluations, as well as other types of data analytics, qualitative and quantitative analysis, and data collection activities linked to CISA’s learning agenda and evaluation plan, may be set-aside for small business, has firms monitoring this item closely.  

The predecessor and current Program Analysis, Evaluation, and Learning Agenda Services contract was last awarded to Deloitte in 2020 as a three-year task on OASIS. That competition, which was competed full and open unrestricted using the 541219 – Accounting Services NAICS code, drew 3 bids. Contract details and spend to date can be found here. A focus for the contract is to support CISA in building a strong evaluation capability, enhanced analytical capacity, and expanded evidence base to support data–informed programming, policies, decisions, and resource allocations to advance the achievement of the organization’s mission and goals. The latest word out of DHS is that the solicitation for this now 4-year contract is expected to be released early next month on GSA OASIS. The NAICS code has been a moving target as they have gone back and forth between 541990 and 541720 – Research and Development in the Social Sciences and Humanities. There is no word yet as to whether this will be a set-aside action, but, given the size of this contract and the rule of two requirement, we do know that firms are actively working to influence how this is released.
