It may be because the incumbent was acquired a few years ago, or it could just be that the opportunity to support the Center for Medicare & Medicaid Services goal of improving patient safety and reducing or eliminating hospital-acquired conditions is really enticing. Whatever the reason, OS AI has seen a lot of interest in 2023 from firms weighing a response to this upcoming solicitation to develop, maintain, reevaluate, and implement a range of patient safety indicators and other measures for CMS’ hospital-level quality reporting programs.
The predecessor contract was last competed awarded in 2019 to IMPAQ (which was acquired by American Institutes of Research (AIR) in 2020) as a task on the multiple-award $1.6 Billion CMS Measure and Instrument Development and Support (MIDS) IDIQ, drawing three bids. A focus for this effort was expected to include the development, maintenance, reevaluation, and implementation of a set of indicators and hospital harm measures “for CMS’ hospital-level quality reporting programs, including the Hospital Inpatient Quality Reporting program, the Hospital-Acquired Condition Reduction program, and the Promoting Interoperability program.” For reference sake, the total contract value and spend to date on the prior contract is just shy of $18M (details here). Known subcontractors on this contract include Kennell and Associates, UC Davis Center for Healthcare Policy and Research and Clinician-Driven Quality Solutions.
The latest word out of CMS, albeit limited, is that any recompete is expected to be released once again on the MIDS IDIQ and awarded in early Q2 of FY 2024.
