After having to deal with multiple rounds of protests and delays the last time this small business set-aside contract was competed, to include having the award decision challenged with both GAO and the Court of Federal Claims, the Defense Health Agency recently kicked off market research activities as they work to determine the most efficient way to get this contract to provide the DHA ECS with IT support services that perform sustainment engineering operations and maintenance, enhancement engineering development and integration, change and modernization development and integration, and information assurance and cybersecurity for the DHA ECS software applications and databases, awarded quickly and efficiently (and hopefully without protest). 

As covered previously (see below), the prior DOD – E-Commerce Operational Systems Support (EOSS) contract was competed as a small business set-aside action on GSA Alliant. The agency will be using the results of its market research to determine whether to set this aside again and which contract vehicle to use, while specifically mentioning two other GSA contract vehicles (STARS III and the SDVOSB only VETS 2 GWAC) and even SAM as potential landing spots it is considering.  

The small business community that supports the Defense Health Agency will need to keep on their toes if this is a contract of interest, as it appears this could go any one of many different directions. What we do know is that there will be no shortage of companies, larger and small, working to influence the direction of this procurement in the weeks and months ahead. The current period of performance is slated to end in January of 2024.
